NEW CITY MANAGER, Yvonne Kimball, joins the City of Jackson, August 28, 2017.
The City Manager is hired by the City Council to provide general management to all City departments and oversees a variety of management, personnel, financial, accounting, and City Council support services. Administration is responsible for negotiating and administering contracts, completing special projects, conducting surveys and studies to support policy recommendations, and providing legislative analysis and advocacy for the City.
Management services include administering and implementing Council policies, developing recommendations and alternatives for providing City services, providing direction to the City’s departments and professional contract employees, and providing information regarding City government to residents.
Personnel Services include preparing payroll and monitoring the activity of group health plans, group dental and vision plans, group life insurance, disability insurance, workers compensation insurance, and unemployment insurance.
Financial services include risk management, debt administration, purchasing and procurement, business licensing, grants administration, and maintenance of cemetery records and sale of plots. Accounting Services include processing and maintaining records of all financial transactions of the City. Transactions include accounts payable, accounts receivable, general ledger accounting, enterprise accounting, internal service accounting, utility billing and accounting, financial reporting, accounting control of purchase orders and vendor payments, and budget and cost accounting.
Council support services include oversight of agenda preparation, and staff support at City Council and Council committee meetings. Related services include support to citizen’s advisory committees.
